Martin has sited continuing issues with his physical rehabilitation after his 130mph crash in the Dundrod 150 at the Ulster GP meeting as the cause for the withdrawal.
The event has some big names taking part in the November event including: Stuart Easton, Ian Hutchinson, Michael Rutter, and John McGuinness.
Easton returns on the hunt for a fifth Macau win, and is partnered by Ian Hutchinson on the Paul Bird Motorsport team. Meanwhile, this time Rutter will ride a BMW, a marque which is on the hunt for its first Macau win, and has the experienced Gary Johnson, Canadian Dan Kruger, who made his debut there last year, and Swiss rider Hervé Gantner on his team.
Lee Johnston will have his sights set high after three wins at the Ulster Grand Prix earlier this year.
